The dam, which is on the Robinson Fork Wheeling Creek River, was primarily built for Flood Risk Reduction purposes, but also serves for Recreation benefits.

The dam was designed by USDA NRCS and commissioned in 1977 and is currently owned by OHIO COUNTY COMMISSION.
