The dam, which is on the Toe Ink Swamp / Stevens Mill Run River, was primarily built for Water Supply purposes, but also serves for Recreation benefits.

The dam was designed by ECS MID-ATLANTIC, LLC;Stantec Consulting Services Inc. and commissioned in and is currently owned by Lake Caroline Property Owners Assoc..
